Contract award criteria constraints and the mitigating factors in public sector organization procurement in Nigeria

Abstract
The criteria for the award of contracts are associated with many constraints that affect project delivery and value for money achievement in public sector organizations in Nigeria. The aim of the study was to evaluate the best contract award approaches, constraints, and mitigating factors in relation to the procurement contract award best practices. To achieve this, the study utilized a survey design approach, incorporating quantitative method, with 56 respondents as the sample size from a total population of 132, using random sampling techniques and structured questionnaires as data collection instruments. The collected data were analysed using both descriptive and multi-analytical tools in the form of SMARTPLS4, yielding various fit statistics that validated the results. The analysis revealed a total of eight limitations and nine challenges associated with the first two best criteria used in public sector organization procurement. Moreover, the mitigating factors were found to be less effective, and the final pooled model produced a coefficient of determination (R2) value of 0.175. The study concludes that the identified mitigating factors were not effective in minimizing the impact of the constraints associated with the best contract awards criteria in public sector organization procurement in Nigeria. It is recommended that further study should be conducted to identify effective mediators that can reduce these impacts in the use of contract awards criteria in public sector organizations.
